Father, daughter tandem in City Hall starts

Ozamiz City- Mayor Reynaldo “Aldong” Parojinog, Sr., has back after relaxing for three years, succeeding his daughter-predecessor Nova Princess Parojinog-Echavez who is now serving as the City Vice-Mayor .

Mayor Aldong and Vice-Mayor Nova, had defeated their opponents in May 13, 2013 election the Liberal Party candidates in an overwhelming margin resulting to a 20-0 victory for the Team Aldong.

The 20-0 election result in Ozamiz City has sent Atty. Henry S. Oaminal to congress giving a shocking defeat to the former congressman of the second district of Misamis Occidental Loreto Leo Ocampos with unbelievable margin for a sitting popular congressman of 33,000 votes , of which Ozamiz gave Congressman Oaminal 18,221 , 37,696 for Congressman Oaminal, while Ocampos got 19,475 votes only for Ozamiz City result.

Mayor Parojinog defeated his opponent with a huge margin of 28,248 votes or 42,256 over Rolando Romero’s 14,008 votes while Vice-Mayor Nova has made the history in politics of Ozamiz City, from a Mayor in 2010 election she won in 2013 of 39,332 votes against her opponent Georgina Ocampos, the wife of the losing congressional candidate Leo Ocampos with 13,844 votes or a margin of 25,488 votes.

Aside from the father-daughter tandem, Ozamiznons expressed their gratefulness to the Parojinogs for their good stewardship by putting Octavio Parojinog, Jr. , the youngest of the Parojinog brothers , number one among the Ten regular members of the City council.

Vice-Mayor Nova in her three years term of office as Mayor has made a lot of significant changes and imposed many development starting from the internal system at the City Hall including the fiscal management, harnessing the manpower resources to have a reinvigorated workforce in the City, to meet the services due to the clientele-tax payers.

Vice-Mayor Nova has entered into public service at the age of 19 as Youth leader. She won as number one City Councilor in 2007-2010. At the age of 27 she became the first lady Mayor , the youngest Mayor in Misamis Occidental and the second youngest in the entire Philippines.

Mayor Aldong on the otherhand, made his own history as the first City Mayor of Ozamiz who has completed his 9-year term of office 2001-2010 and successfully get the position back for the second round in May 13, 2013 election.

The Ozamiz City elected officials led by Mayor Aldong had took their oath of office Friday morning, at the Pasundayag Stage inside Fuerte de la Concepcion y del Triunfo on June 28, with Senator Aquilino Martin “Koko” Pimentel 111 as the administering officer.

Before the oath taking ceremony, a thanks giving mass officiated by the Assistant Parish Priest of the Immaculate Concepcion Cathedral Father Marvin Osmena was held at the Shrine of the Miraculous Berhin sa Cotta, Our Lady of Triumph of the Cross.

Both Mayor Aldong and Vice-Mayor Nova had started their first day of office by attending the flag raising ceremony where the turnover of the symbolic key was done witnessed by the Local Government Unit employees and the complete attendance of the newly elected and the reelected City Council members

ozamiz city- Department of Health Assistant Secretary and National Nutrition Council Executive Director Maria Bernardita Flores lauded the strong tie between the Local Government Unit of Ozamiz and the Misamis University in the effective implementation of the nutrition program in the community, particularly the research and validation made on the Pabasa sa Nutrisyon Program impact.

Misamis University College of Nursing and Midwifery (MUCNM) thru its Community Extension Program and Research Center is the one conducting the research and validation on the impact to the family-beneficiaries of the Pabasa sa Nutrtisyon Program.

The said research and validation conducted by MUCNM had served as a tool to determine on how effective the Pabasa sa Nutrisyon program is, and how it changed the nutritional status of the children in the family whose mother has attended the Pabasa classes.

ASEC Flores who led the national evaluation team validating Ozamiz LGU’s nutrition program was greatly impressed on how Misamis University and the City Government of Ozamiz worked together in coming up with a distinctly efficient initiative in ensuring the proper health care for all the children from the urban areas down to the remotest barangay.

Ozamiz City is vying for this year’s highest recognition in nutrition, the Nutrition Honor Award (NHA).

During the desk review, ASEC Flores said that in the previous years during the national evaluation she keep on suggesting to Ozamiz CNC to get the impact of the Pabasa sa Nutrisyon even though it has been recognized by the Philippine Association of Nutrition Inc., as outstanding and later rated as excellent , but the real impact of the program is still unknown in the absence of a validation.

Mrs. Lelita G. Navarez, the city Nutrition Action Officer (CNAO) , a nutritionist and graduate from the University of the Philippines Los Banos, said it took them two years looking for the right partner to do the necessary research on the impact of Pabasa.

“ The national evaluating team has repeatedly suggesting that we should validate the impact of the Local Government’s Pabasa sa Nutrisyon program to the Households with underweight children but only last year the Lady Mayor have inked the Memorandum of Agreement with Dr. Karen Belina F. De Leon , the University President of Misamis University regarding the research project”, Navarez said.

As a member of the City Nutrition Committee (CNC) , the College of Nursing and Midwifery of Misamis University thru it’s Community Extension Program (MUCEP) has played a vital role in carrying out the nutrition program effectively by a regular community outreach, teaching mothers the right choice of food the proper food preparation, proper hygiene and waste disposal.

MUCNM’s research on Pabasa is done with the objectives of getting its impact, assessing the program’s effectiveness based on nutritional status of children, presence of backyard vegetable garden, herbal garden and fruit bearing trees and livestock, degree of compliance of households as to the PABASA’s Clean and Healthy Environment and mothers degree of involvement in the Barangay Health activities.

Misamis University’s research study selected 390 households from 18 barangays from the coastal, lowland and upland areas. The study shown that Pabasa sa Nutrisyon rendered less number of children having poor nutritional status.

The Pabasa sa Nutrisyon program of Ozamiz has earned national recognition and subsequently won the Hall of Fame award in 2011. The said recognition given to the administration of Mayor Nova Princess Parojinog-Echavez has served as a vehicle in achieving more best recognitions from the national government such as the prestigious award in good governance the Seal of Good Housekeeping and theGawad Pamana ng Lahi.

The Pabasa sa Nutrisyon program is designed as a unique education approach in nutrition aimed at getting the sustainable and active involvement and participation of all mothers and guardians in the learning process towards attaining healthy family. It teaches and guides the mothers on the three basic food group; go, glow and grow foods, give focus on food production like growing crops and raising small animals as mains of livelihood to meet Philippine government agenda of eradicating poverty.

Ozamiz City is the first LGU in Mindanao successfully implementing the Pabasa sa Nutrisyon, starting with a recognition as an Outstanding implementor in 2007-2008, subsequently leveled up to Exemplary performance in Nutrition in the succeeding year and finally coveted the Hall of Fame Award in 2011 given by the Philippine Association of Nutrition, Inc .

The NNC has yet to release the final result of the just concluded national evaluation that made everyone here waiting with mixed feelings of nervous , but according to Mayor Nova, beyond the recognition and the award is the fulfillment of serving the people.

“ The awards and recognitions served as inspiration to us, but beyond that is the true public service that make the people feel that there is a government that cares about them”, the young lady Mayor said.

Ozamiz Airport gets P195-M from DOTC

The Department of Transportation and Communication (DOTC) has allocated P195-M this year for the additional improvement of Ozamiz City Airport after the Regional Development Council made the strong endorsement of the funding request from the provincial government of Misamis Occidental and the city Government of Ozamiz thru the then infrastructure committee chair and now Vice-Mayor Nova Princess Parojinog-Echavez.

The P195-M funds is sourced out from the DOTC savings to address the ongoing problem of Ozamiz City Airport like the low voltage power supply, the perimeter fence, the passenger terminal building, the control tower, runway lights and the runway expansion.

Ozamiz City Airport though it has been fully operational but it lacks the basic airport facility such as the baggage conveyor because of the low voltage electricity and a proper passenger terminal building. Since the airport surrounded with rice field a lot of animals are crossing the runway despite of the tightened security due to the improper perimeter fence.

Vice Mayor Echavez in February this year chanced a short discussion with Transportation Secretary Emelio Joseph Abaya regarding Ozamiz City airport during the first inspection of President Benigno Aquino 111 at the Laguindingan Airport Development Project.

As a chairperson of RDC’s infrastructure Committee then Mayor and now Vice-Mayor Echavez was part of the team receiving president Aquino that occasion.

Ozamiz Airport was reopened to commercial flights on July 8, 2007 after it is closed to commercial flights for over Fourteen years . Presently it is due for reclassification to principal airport from a community airport category as it has started capturing an increasing number of passengers and a rising volume of cargos from the nearby provinces.

The revival of Ozamiz City airport was realized thru the joint efforts of Ozamiz City Mayor and Mayor Reynaldo Parojinog, Sr., during his second term, together with then 2nd district Representative and now Misamis Occidental provincial Governor Hermie Ramiro.

Ramiro and Parojinog were working hard together to bring Ozamiz City Airport back to business in this competing era.

DOTC staff had coordinated and requested Vice -Mayor Nova to lead the exploration of identifying possible area at the airport vicinity for a new passenger terminal to be constructed by the government.

The said work would start by the end of this quarter according to DOTC.

The present government passenger terminal building is erected in a lot owned by the Philippines Airlines. The Cebu Pacific air , the second airline company flying Manila-Ozamiz-Ozamiz Manila route has constructed their own separate building for baggage check in counter.

Ozamiz City Airport caters Four flights daily. Two airplanes bound for Manila; Airphil Express and the Cebu Pacific Airbus , while two other aircrafts one from Cebu Pacific and one from Airphil Express are also serving Ozamiz-Cebu-Cebu-Ozamiz passengers.

For the past seven years, Ozamiz Airport has gradually bring tremendous change in the City’s business atmosphere and it opened more doors for a much better employment opportunity and helped assured economic stability not only in the City but the entire province in general.

Apart from the P 195-M DOTC savings earmarked for the project , Ozamiz City airport is also a recipient of some regular funds for the usual airport improvement this year.

Ozamiz PNP to construct 3-story building

Ground Breaking- PCSupt. Lyndel A. Desquitado holds the shovel while Mayor Nova Princess Parojinog-Echavez waits for her turn to shovel during the ground breaking ceremony of the Ozamiz PNP building located adjacent to the legislative building.

The Police force of Ozamiz will soon rise its own building located besides the Senador Jose Ozamiz Memorial Building (ABC Hall) with an initial appropriation of P5-M from the Police Thrust Fund.

Mayor Nova Princess Parojinog-Echavez led the ground breaking and the newly promoted one star PNP General Lyndel A. Desquitado , the Deputy Regional Director for Administration PRO-10 was gracing the historical event together with the Acting Provincial Director Senior Superintendent Raul Benitez .

The entire Ozamiz City Police Force headed by Chief of Police Supt. Jonas T. Amparo was witnessing the ground breaking activity.

Mayor Nova said, the construction of this project, Ozamiz PNP would boost its morale as law enforcer and as a front liner in the fight against all forms of criminalities.

The Local Government Unit has been identifying the site for the PNP building in 2010. As a matter of fact ground breaking has been made which was attended by the late Interior and Local Government Secretary Jesse Robredo.

“ The construction was delayed due to the revision of plans particularly the land area from 400 square meters to 600 square meters,” Mayor Nova has pointed out.

PCSupt. Desquitado said it is sentimental for him being the former PNP Provincial Director of Misamis Occidental who was relieved by then Governor Leo Ocampos, after Ten years and right after just being promoted in the rank of general he came back to the place to grace the occasion of ground breaking the Ozamiz PNP building.

“ It is indeed nostalgic for me to at least made my first official visit as a new star officer and fulfilling of what I have long time ago dreaming of. Ten years ago I was here as a provincial director 2002-2003; 2004 and 2005. I have already seen how narrow the space for Ozamiz City Police personnel due to the fact that they are only sharing with the City Hall building , and inspite of that they were still able to provide services and perform their duties as police officials as expected, “ PCSupt. Desquitado said.

PCSupt. Desquitado added that the ground breaking was timely for it is done before the election period or election ban. As chairman of the bids and award committee , PCSupt. Desquitado is pushing hard for the Ozamiz City Police Building.

The Filipino Chinese Chamber of Commerce President Pershing Tan Queto Jr, and Ozamiz City Chamber officials headed by former Vice-Mayor Elvira Tan were also present during the occasion.

The local government of Ozamiz recently won the annual Gawad Pamana ng Lahi for a component city in northern Mindanao.

Mayor Nova Princess E. Parojinog-Echavez received the award in formal ceremonies during the Regional Governance Forum in Cagayan de Oro City last October 18, 2012.

During the ceremonies, Parojinog-Echavez also formally received the two million-peso financial subsidy for a locally identified project. The subsidy comes with the award.

“The regional award is an important milestone in the local government’s quest for far greater performance which Ozamiznons greatly deserve,” said Parojinog-Echavez.

In the regional tilt, Ozamiz City bested six other component cities in northern Mindanao. It was closely contending with Gingoog City.

A program of the Department of the Interior and Local Government, the Gawad Pamana ng Lahi is conferred on provinces, cities and municipalities “that have exhibited exemplary performance in administrative, social, economic and environmental governance.”

The database of the online Local Government Performance Management System (LGPMS) is the principal source of information in evaluating award contenders.

Additional considerations include records in garnering a Seal of Good Housekeeping, awards bestowed by international organizations and national government agencies, and acknowledged innovations.

The award is held annually at the regional level while the national tilt is held every three years.

To qualify for the regional award, a local government should have an LGPMS overall performance index score of 4.00 and should have garnered a Seal of Good Housekeeping in the Silver Category.

A regional awardee may qualify for the national award if its average LGPMS overall performance index is 4.31, has garnered three Seals of Good Housekeeping in the Silver Category, and bagged any national award for governance.
